   {
      global $config, $template, $phpEx, $phpbb_root_path, $user, $db;

      $links = array();
      $portal_config = obtain_portal_config();

заменить на:

   {
      global $config, $template, $phpEx, $phpbb_root_path, $user, $db;

      $links = array();
      $groups_ary = array();
      $portal_config = obtain_portal_config();

в файле portal_links.php:

      $links = array();
      $portal_config = obtain_portal_config();

меняем на:

Далее находим:

и заменяем блок на:

            $groups_ary = array();
